Offmon exists to keep communities safe — and to keep supervision lawful and proportionate. This page explains, in plain terms, how that works and the safeguards that surround it.

Who uses it, and why

Offmon is used by authorised law-enforcement and probation staff to supervise high-risk offenders in the community. It operates under existing supervision powers — for example Sexual Harm Prevention Orders and licence conditions, and within MAPPA arrangements. There is a clear lawful basis for every deployment.

Does the offender know Offmon is installed?

Yes. Monitoring is overt. Individuals are informed that it is in place, and installation is mandatory or voluntary as part of their licence or court-ordered conditions. Offmon is not secret software — the person being supervised knows it is there.

How your data is handled

Offmon is supported by a completed Data Protection Impact Assessment and is aligned with the UK GDPR and the Data Protection Act 2018. Evidence is handled securely, with strict access controls and full audit trails so that every action can be accounted for. Data is handled responsibly and for a defined purpose.

Is Offmon mass surveillance?

No. Offmon is targeted monitoring of specific, supervised individuals — focused on risk that is relevant to a person's offence and conditions, and designed for minimal impact on normal device use. It is proportionate, not blanket.

Oversight and accountability

Offmon's approach is anchored to independent frameworks. We are an active member of the Internet Watch Foundation, and we align with the NCSC Cloud Security Principles and the NPCC AI checklist. Full audit trails support accountability at every stage.
